Yes. Old CakePHP apps can be upgraded, but jumps across major versions are a port rather than a patch, because the ORM, folder structure and conventions changed. We step through intermediate versions where useful, use upgrade tooling for routine changes and rewrite the rest by hand. The audit gives you a fixed quote before any work starts.
What do your CakePHP development services cost?

Is it better to upgrade CakePHP or move to Laravel?

Will our app be offline during the upgrade?
